

Mandatory Declaration for Managers and Participants of Legal Entities: Form 250.00 for 2024
Starting in 2024, managers, participants of legal entities, and their spouses, as well as individual entrepreneurs and their spouses, must submit a Declaration of Assets and Liabilities using Form 250.00. This declaration serves as the primary record of all foreign assets, movable and immovable property owned by the specified individuals and represents a crucial element of financial transparency and fiscal responsibility.
The mandatory declaration aims to combat the shadow economy and reduce corruption. During its development, Kazakhstan analyzed international practices regarding the universal declaration of income and property, considering the advantages and disadvantages of various systems. Many developed countries, including the USA, Germany, France, Sweden, Finland, Denmark, Australia, the Czech Republic, Italy, New Zealand, Singapore, Switzerland, and Chile, have implemented similar policies to ensure fiscal transparency. The introduction of this declaration aligns with the country's ongoing digitalization efforts and the need for accurate financial data reporting.
Form 250.00, also referred to as an "initial balance declaration," is used to record the assets and liabilities of individuals at the time of their inclusion in the declaration system. In subsequent years, a different form—Form 270.00—must be submitted to report annual income and property acquired during the year.
Who Must Submit Form 250.00 in 2024?
As of January 1, 2024, the following individuals are required to submit Form 250.00:

Heads, founders (participants) of legal entities and their spouses

Individual entrepreneurs and their spouses
Additionally, both residents and non-residents of Kazakhstan falling into these categories must comply with this requirement.
However, according to Dina Kusainova, Head of the Department of Personal Income Administration at the Ministry of Finance of Kazakhstan, branch and representative office heads are exempt from this requirement, as branches and representative offices are not considered legal entities under paragraph 3 of Article 43 of the Civil Code of Kazakhstan. From 2025 onward, individuals who submitted Form 250.00 will not need to resubmit it. Instead, they will be required to file Form 270.00 annually to report income and property holdings as of December 31 of the reporting tax period.

How and When to Submit the Declaration
The declaration must be submitted at the place of residence (or stay) of the individual or at the registered location of the legal entity:

Paper submission: No later than July 15 of the year following the reporting year.

Electronic submission: No later than September 15 of the year following the reporting year.
Information Required in Form 250.00
Individuals must declare the following assets and liabilities:

Foreign-registered property:

Real estate, land, aircraft, ships, and other vehicles.

Bank accounts with balances exceeding 1,000 times the minimum monthly calculation index (MCI) as of December 31 of the reporting tax period. For 2024, this threshold is KZT 3,450,000.

Assets in Kazakhstan and abroad:

Shares in residential buildings under equity participation agreements.

Shares in foreign companies.

Securities, digital assets, gold, intellectual property, and copyrights.

Cash holdings not exceeding 10,000 times the MCI as of December 31 of the reporting tax period (KZT 34,500,000 or equivalent in foreign currency for 2024).

Monetary obligations, including notarized loan agreements, provided the transaction was completed before December 31, 2023.

Other assets (optional):

Property valued at over 1,000 times the MCI as of December 31 of the reporting Kazakhstan's evolving fiscal policies.period (KZT 3,450,000 for 2023) if an appropriate valuation has been conducted.
Exclusions
These declaration requirements do not apply to property subject to state registration or other legal registrations.
